Traffic Safety Specialist Recognition Program
The Maryland Traffic Safety Specialist (TSS) program is a statewide recognition program for police officers who have attained distinctive levels of experience, training and proficiency in Highway Safety and Traffic Enforcement methods and procedures. The TSS designation is awarded by the Maryland Police and Correctional Training Commissions (MPCTC), and the program is open to all police officers, deputy sheriffs and state troopers from Maryland law enforcement agencies and certain Federal law enforcement agencies.
TSS Designations are awarded at three levels: TSS-I, TSS-II, and TSS-III. Achieving the higher designations requires additional training, job performance, development of officer skills and development of the recipient's proficiency as a traffic enforcement officer. Level II and III Designations also require the submission of a project paper that must be approved by the TSS Executive Committee.

This intensive 9 day classroom program is designed to provide middle and senior level leaders within public safety the necessary knowledge, skills and attitudes to be highly successful in their positions. The program is based on the most recent leadership research and focuses on the development of leader competencies through extensive self-assessment, self-reflection, group discussions, small group activities and peer coaching, all within the context of a project to be completed at the participant’s work site. On-line learning segments will also be utilized. Target Audience: Middle and Senior Level Leaders
Pre-Session Requirements
- 360° Evaluations – On-line appraisal of the participant’s leadership style and behaviors from a wide range of observers such as superiors, direct reports, peers and other professional colleagues
- National Institute of Corrections (NIC) E–Learning Module titled “Recognizing a Leader” to be completed prior to the first session

Mandated Training For Police & Corrections
First Line Supervisor Training Program
This 10 day program is suitable for both law enforcement and correctional officers and includes interactive, problem solving exercises focusing on the fundamental skills required of all first line supervisors. The program offers topic specific practical exercises, which staff believe will provide a “hands on” approach to supervision. All programs fulfill MPCTC mandated requirements. Exercises are tailored to meet the needs and expectations of each class with examples drawn from both disciplines. Since this is a combined law enforcement & corrections program, there will not be separate sessions for police and correction personnel. All sessions will be held at the Public Safety and Education Training Center in Sykesville with a maximum capacity of 24 participants.

DPSCS Supervisor Academy
First Line Supervisor Training Program
This 10 day program is designed to provide first line supervisors within DPSCS
the necessary knowledge, skills and attitudes to be highly successful in their
positions. The program is based on the most recent research and uses resources
from the National Institute of Corrections, the University of Maryland Robert H.
Smith School Of Business and the Departmental expectations for supervisors.
The program focuses on the development of first line supervisor competencies
through self-assessment, self-reflection, group discussions, small group activities
and peer coaching.
Target Audience:
DPSCS First Line Supervisors- uniformed and non-uniformed
Credit Hours:
Approved by the Correctional Training Commissions for 70 hours of training, and
meets the mandate for First Line Supervisor training.
Program Requirements:
In class activities include reading assignments, small group presentations and
action plan. Attendance is required for both sessions to satisfactorily complete
the program. Successful completion of workplace assignments and classroom
assignments is necessary.

Maryland’s Law Enforcement Officers’ Bill of Rights and addresses both the
investigation process and the administrative hearing board processes.

administrative and case law concepts that are relevant to all LEOBR
proceedings, as well as practical tips for managing the investigation of
